THE ISSUES

Entitlement to service connection for heart disease.

Entitlement to an increased evaluation for bronchiectasis with
cor pulmonale and pulmonary hypertension, currently rated 30
percent disabling.

REMAND

The veteran had active duty from September 1965 to November 1966.

To ensure full compliance with due process requirements, the case
is REMANDED to the regional office (RO) for the following
development:

Department of Veterans Affairs (VA)
outpatient progress notes dating from May
14, 1991, to July 15, 1992, received
subsequent to the issuance of the last
supplemental statement of the case, should
be reviewed by the RO and the issues
readjudicated. See 38 C.F.R. § 20.1304
(1994).

Thereafter, the case should be returned to the Board, if in
order.  The Board intimates no opinion as to the ultimate outcome
of this case.  The appellant need take no action unless otherwise
notified.

The Board of Veterans' Appeals Administrative Procedures
Improvement Act, Pub. L. No. 103-271, § 6, 108 Stat. 740, ___
(1994), permits a proceeding instituted before the Board to be
assigned to an individual member of the Board for a
